That doesn't look like a mirror at all, more like a scaled down coloured nether portal.
@goldfarm exactly. It looks more like a "small" portal, I would change the title.
Maybe you could put that one block into the wall and put a two block high and one block wide real Nether portal behind it with a command block. Then it would even work as a decorative portal.
You can also build it with less effort a normal.netherpotal wall in front of it and a place where you introduce the banner also in survival feasible without command block

@Brogamer3000 - Since one of the latest versions (I think 1.6) it is no longer possible to put 2 portal blocks together; only with an NP by itself.
