The secret behind the wind noise lies in a command, which is unfortunately needed for it
Instructions:
First of all you need a wall in which you can build your house including balcony:



For the clock with Command:

The Command:
/playsound item.elytra.flying master @p Balcony coordinates
You have to use the F3 screen to find the coordinates for the balcony (preferably a few blocks in front of the balcony, so you can't hear the sound inside the house) and insert them in the command above.
Commandblock you get with the following command:
/give @p minecraft:command_block
