A lamp that, when turned on/off, flickers briefly and only then turns off/on.
You just build it like on the screenshot. The object with the black bar is also an amplifier, so don't wonder what that is supposed to be.
You can use it on older buildings or ruins, it will look like the power lines are partially broken.
Tested it now, it's great for mimicking the flickering of fluorescent lights.

I have designed an alternative for this:
The current signal goes into an Observer, which sends a short pulse to a Redstone, which in turn is placed in front of another Observer. This causes the lights to flash 2x. Meanwhile, the Redstone Sognal charges a delay that activates the lamps shortly after the double blink.
