You can make any rectangular shape between 4×5 and 23×23 since 1.7. And the corners at the top are probably just in front of it, not the frame.

Useless... If you can build something like that because of material you must have been in the Nether a few times. Then a normal portal is also suitable.

@Goldfarm Don't you have eyes? There's a sign for "Creative Only". Also, it's probably meant for servers.
