This is a very simple and fast clock that you can turn on and off.
If you right-click on the comparator, the clock is activated, another right-click switches the clock off (when switched off, the clock emits a permanent redstone signal).

@chat this clock goes but only since 1.5 the Redstone update, before there was not the Comperator.
I would replace the flare with a lever to turn the clock on and off though.

Sorry, where can you use a clock with that switching speed? Or is it adjustable? Did not know this circuit before.
After the 1.5 you can use them(I am stupid and Notch who replied to my comment is much smarter)
Can be used e.g. for command blocks, if they have a /testfor command or something similar.
@tommaso, if it's too fast for you, just put another comperator behind it, then it's directly half slower ... or more
@TommasoBuscetta I have a chicken spawner on my world with a built-in egg thrower. You can use something like that!

Is a cool idea. Only since I have 1.8, it is so fast that it acts like a lever (pistons do not go back and forth but only forward and remain so).
