I don't see a function, as even a simple fence without spider webs is not surmountable.
Visually, though, it's a nice touch.

Idea is nice, but is unfortunately difficult to build. You just have to first be lucky enough to get caution on a book and then paint cobwebs with scissors.
You can not climb over the fence 😉 but very great execution
