The lamp with water is darker due to the water and only has a light level of 9 on the surface and is therefore not suitable for preventing monsters from spawning. You can use these lamps for example as path markers or just as decoration.
The lamp without water has a light level of 12 and is therefore bright enough for protection against monsters.
